What is wrong with my plant habanero chocolate?

It is 6 months old and about a foot high, however, still has not even begun to bloom yet? : (Really waiting for my peppers and I'm starting to feel that it would never pepper: (

I'm growing up too and no blooms yet, but I'm not worried. Most of the species chiles, habanero, scotch bonnet, dundicut are late. They need temperatures consistently above 60 F at night to flowering and fruit set, this is only the conditions here in So. California. I'm usually a time of harvest in July.
